Athabasca uranium: who controls Canada's strategic nuclear fuel
Saskatchewan's Athabasca Basin is the world's highest-grade uranium source and the core of Canada's nuclear-fuel supply chain. Because mineral rights are provincially administered, no national-security authority holds a live view of who is acquiring this ground. Saskatchewan publishes disposition holders with ownership percentages, so foreign (including foreign-state) control is legible directly in the open record. A French state-owned enterprise is the second-largest uranium claim holder in Saskatchewan.
Orano Canada Inc. holds 318 active dispositions, behind only Cameco (376) and ahead of every other operator. Orano's parent, Orano SA, is 90.33% owned by the French State as of December 31, 2024 (90.17% of voting rights), with Japan Nuclear Fuel Limited and Mitsubishi Heavy Industries each holding 4.83%; the CEA holds a single, effectively nominal share. On the flagship blocks it is the majority owner: e.g. 50.9% to Orano, 49.1% to UEX. This ownership is recorded directly in Saskatchewan's own public mineral-disposition register.

Land claims: scope in Saskatchewan
Unlike British Columbia and Québec, the Athabasca uranium camps are not under an unsettled comprehensive land claim. They lie within historic Treaties 8 and 10, already settled. The land-claim early-warning (a stake landing inside a claim still in negotiation) is therefore a B.C./Québec strength.
